And the IHRB continue to probe the origins of the photo as well as deliberate over what punishment they will dish out.
A dual probe into the background of this latest horrific footage, which appears to again show no regard for the dead animal, is now ongoing.
Irish trainer Elliott last night issued a second apology over his "moment of madness" - which reduced racing legend Mick Fitzgerald to tears.
He told the Racing Post: "It is indefensible. Whether alive or dead, the horse was entitled to dignity.
"A moment of madness that I am going to have to spend the rest of my life paying for and that my staff are suffering for.
The man then gets off and pats the body on the side before the video ends.
The British Horseracing Authority - who yesterday issued the ban on Elliott's runners - is also aware of the clip.
However, it is not yet known if they will carry out a formal investigation into the matter.
Racing has been rocked by the fallout of top trainer Elliott sitting on a dead horse.
The image went viral on social media over the weekend and has thrown the three-time Grand National winner's future into doubt.

One social media user who had viewed the clip wrote: "Absolutely disgusting!"

Two men near the horse's head appear ready to help move the body.
But then the video pans round to capture the moment a man runs up to the horse and jumps on it, straddling the dead body as if riding it.
Elliott, 43, has been banned from racing in Britain just two weeks ahead of Cheltenham Festival.
The Irish Horseracing Regulatory Board confirmed they are aware of the new horrific video and looking into it.
Top amateur jockey James, a Cheltenham Festival winner last year who previously rode for Elliott, has issued an apology after the video from 2016 surfaced.
He told The Irish Field: "I have become aware of a video circulating of me on social media.
"I would just like of apologise for my actions which were wholly inappropriate and disrespectful to a lovely five-year-old mare, who unfortunately suffered a sudden cardiac arrest while at exercise earlier that morning, April 30th, 2016.
"I sincerely apologise to the owners of the mare, the staff who cared for her, the horseracing industry and all followers of horse racing for my actions.
"To try defending my stupidity at the time would add further insult and hurt to the many loyal people that have supported me during my career.
"I have caused embarrassment to my employers, my family and most importantly the sport I love

Incredibly it came just a day after Irish trainer Gordon Elliott was seen in a separate grotesque picture of him sitting on a different dead horse as he chatted on his mobile.
The images have been condemned by the industry with Elliot temporarily banned from entering horses into British races and under investigation.
Royal Ascot and Classic-winning trainer Francis Graffard spoke of his disgust over the images.
He said: 'Now that we know though, condemnation must come.
